Zoning Commission

Members of the Zoning Commission are township residents appointed by the Trustees. Each member serves a five year term.

Zoning Commission meetings are open to the public and held, as needed, on the second Thursday at 7:00 p.m. in the Spencer Township Meeting Room located at 630 North Meilke Road, Holland, OH 43528.

The Application may be submitted to the Administrative Office on Monday, Tuesday or Thursday between 9:00 a.m. – 5:00 p.m. with all necessary paperwork, an original signature, and the correct processing fee payable by cash or a check payable to “Spencer Township”: Zoning Fees

The completed application is sent to the Toledo-Lucas County Plan Commission. The Plan Commission’s recommendation of approval or denial is subsequently forwarded to the Spencer Township Zoning Commission. The recommendations of the Plan Commission and the Zoning Commission are then submitted to the Spencer Township Board of Trustees for a final determination.


Board of Zoning Appeals

Members of the Board of Zoning Appeals are township residents appointed by the Trustees.  Each member serves a five year term.

Meetings of the Board of Zoning Appeals are open to the public and held, as needed, on the fourth Thursday at 7:00 p.m. in the Spencer Township Meeting Room located at 630 North Meilke Road, Holland, OH 43528.

The Application may be submitted to the Administrative Office on Monday, Tuesday or Thursday between 9:00 a.m. – 5:00 p.m. with all necessary paperwork, an original signature, and the correct processing fee payable by cash or a check payable to “Spencer Township”: Zoning Fees

Applications received before the end of the month will be scheduled for a public hearing the following month.

Application for Zoning Permit (Certificate of Zoning Approval)

Before relocating or constructing any building, addition, deck, fence, or pool, the property owner or his/her agent must submit an Application for Zoning Permit.

Pre-Application Site Plan Review:

A Site Plan Review is required for new non-residential main buildings and accessory buildings greater than 1200 square feet in size.

Single-family and two-family dwellings (and related accessory structures and buildings) are exempt from the Site Plan Review procedure.

Site Plan Review is also required for the alteration, modification, or an enlargement of an existing structure whereby the enlargement is greater than 5,000 square feet or whereby the enlargement is greater than 25% of the existing floor area.

Pre-Application Pink Slip:

For new construction or remodeling: a Property Improvement Evaluation (“pink slip”) must be obtained from the Toledo Lucas County Health Department before applying for a zoning permit.  The pink slip assures that proposed new construction or remodeling does not infringe on the isolation distance requirements from existing wells and/or septic systems per the Ohio Administrative Code.  Please contact the Health Department at 419-213-4100 and request to speak with the inspector for Spencer Township.

Submit Application for Zoning Permit (Certificate of Zoning Approval) 

The fee to process an application may be paid by cash or a check payable to “Spencer Township” Zoning Fees
An application is available from (and may be submitted to) the Administrative Office on Monday, Tuesday or Thursday between 9:00 a.m. – 5:00 p.m.

A completed application must include the following:

  1. Original signature of property owner or agent
  2. Overhead Site Plan (a bird’s-eye-view) showing:
    property dimensions (survey recommended)
    location of existing structures
    dimensions & location of proposed structure/s
    setbacks from all property lines
    and if applying for a fence: proposed location, height, linear feet, type (barbed wire is not permitted)
  3. (new construction or remodeling) Building Plans
  4. (new construction or remodeling) Health Department “pink slip”
  5. (if applicable) Access Permit to a County/Township road

Zoning Permit (Certificate of Zoning Approval)

  1. A permit is not issued on a walk-in basis, on the day of application, or prior to the Zoning Inspector’s review and approval.
  2. Administrative staff will contact the applicant when the permit is available (approximately two weeks after submission).
  3. The applicant may request the permit to be emailed to them.
  4. Applicant may pick up the permit at the Administrative Office on Monday, Tuesday or Thursday between 9:00 a.m. – 5:00 p.m.

Post Application:

After receiving a zoning permit, you will need a building permit for any new construction, addition, alteration, repair, replacement, or demolition except any unattached residential structure less than 200 square feet. No less than forty-eight hours before digging, please call the Ohio Underground Protection Service (OUPS) at 1-800-362-2764.  Protection crews will mark all utility and gas lines to assure your safety and prevent accidents.
