JOINT ECONOMIC DEVELOPMENT ZONE (JEDZ)

In November of 2013, residents of Spencer Township voted for the implementation of JEDZ. Income tax dollars collected (through the Village of Whitehouse) from the businesses that occupy the Westwinds Industrial park would be distributed to Spencer and The Village of Whitehouse. January of 2014 started the partnership between Spencer Township and The Village of Whitehouse with the first disbursement of funds in April of 2014. The purpose of JEDZ is to facilitate planned, orderly, new or expanded commercial and industrial growth within the Westwinds Industrial Park. Creating, retaining and enhancing employment opportunities for the benefit of Spencer Township and The Village of Whitehouse and their residents. Members of the JEDZ board are appointed by the elected officials of both Spencer Township and The Village of Whitehouse each appointing three members for two year terms. The board’s primary goal is promote economic growth within Westwinds. The JEDZ board has created a reinvestment grant with the goal of attracting new small and medium businesses and retaining current businesses in Westwinds. Board Members

LaTonya J. Boyd Chairperson

LaTonya is a life-long resident of Spencer Township where she and her husband raise their three sons.  She serves as the Principal for Boyd & Associates Consulting, LLC where she provides strategic oversight and leadership as the lead administrator and executor.  LaTonya’s seven (7) year background in resource management coupled with her 10 years of military service, speaks to her leadership and management experience as well as her dependability, integrity and service before self.  She is currently an independent contracted anesthesia provider for multiple Toledo area hospitals and out patient surgical centers where she manages patient care and necessary ancillary staff.  She serves in a mentoring role for the Toledo African American Chamber of Commerce as a member and is a member of the American Association of Nurse Anesthetist. In her spare time, LaTonya enjoys reading, horseback riding and learning.


Mike Walters Vice-Chair

President/CEO of Centaur Associates, Inc.

Michael (Mike) J. Walters is fully integrated in the business of specialized logistics. Since it’s inception in 1995, Mike has accomplished building a premier deposit pick-up courier service for Financial Institutions. Currently, Centaur provides services for over 60 Financial Institutions in 16 states. With his entrepreneur spirit, Mike has expanded his business management to include WS Kitchen and Bath Design along with a construction/property management enterprise. He is currently on the Whitehouse BZA, and has been on the Spencer Township/Whitehouse JEDZ since its inception.

Prior to establishing Centaur, Mike was an entrepreneur in the restaurant business and worked as Sales Manager for local, regional and national companies. When he has free time, Mike enjoys family, friends and some exercise to clear his mind.


Willis Baucom Member

Willis Baucom is a returning resident of Spencer Township. Willis has been an employee at Clarios, the former Johnson Controls for 25 years. He has been involved with the UAW in various positions and committees. Currently he is a member of the Union Bargaining Committee at Clarios. Willis is excited to help his community grow and thrive and help it become a premier destination for business.


Camille Harris Member

With a Bachelor of Education degree in Early Childhood Education from the University of Toledo and over 22 years of hands-on experience as an early childhood educator and small business owner, Camille believes that mentorship is the greatest gift that one can provide their community.

Camille currently serves as the President of Making All Provisions for the People (M.A.P.P.), Vice President of Women Entrepreneurs with a Purpose, the Small Business Development Board at the Toledo Regional Chamber of Commerce, Toledo Association of Small Business Association, is a selected Mentor for Step Up to Quality Mentorship Program with Ohio Child Care Resource and Referral Association and the YWCA


Robert Keogh Member

Resident of Whitehouse for 41 years. I have been a Councilman for 5 years. Prior to being appointed to my council position, I was a member of the Board of Zoning Appeals for 20 years. I own Blue Creek Financial Service in Whitehouse and I am a member of the board for The Chamber Partnership ( Anthony Wayne, Holland Springfield and Northwest Ohio Hispanic Chambers)


Leroy Ryerson Member

Leroy has been a resident of the village of Whitehouse for 88 years , served in the US Navy for 4 years ,9 years on the Village Council and various committees and Boards over the years . 64 years in the American Legion Post 384 .
