JOINT ECONOMIC DEVELOPMENT ZONE (JEDZ)

In November of 2013, residents of Spencer Township voted for the implementation of JEDZ. Income tax dollars collected (through the Village of Whitehouse) from the businesses that occupy the Westwinds Industrial park would be distributed to Spencer and The Village of Whitehouse. January of 2014 started the partnership between Spencer Township and The Village of Whitehouse with the first disbursement of funds in April of 2014. The purpose of JEDZ is to facilitate planned, orderly, new or expanded commercial and industrial growth within the Westwinds Industrial Park. Creating, retaining and enhancing employment opportunities for the benefit of Spencer Township and The Village of Whitehouse and their residents. Members of the JEDZ board are appointed by the elected officials of both Spencer Township and The Village of Whitehouse each appointing three members for two year terms. The board’s primary goal is promote economic growth within Westwinds. The JEDZ board has created a reinvestment grant with the goal of attracting new small and medium businesses and retaining current businesses in Westwinds. Michael B. Hood — Acting Chairperson

Michael is a lifelong resident of Spencer Township. In 2013, along with other residents in Spencer Township, served on the committee that started a grassroots campaign to bring a JEDZ to Spencer Township. A graduate of the University of Toledo, Michael received an Associate Degree in Business Management. Michael is also a member of the Spencer Sharples Reunion Committee. He also attends Pinewood Tabernacle Church where he serves on their Leadership Team.

Bob Kimball — Member

A twelve-year resident of Whitehouse and dedicated community member, Bob Kimball Jr. is proud to serve on the Joint Economic Development Zone (JEDZ) Board. As a licensed insurance agent with State Farm, Bob brings a professional perspective to the board’s work of fostering new businesses and retaining current ones in the Westwinds Commerce Park. He is also an elected member of the Ohio Central Committee and contributes to local development through his service on the Whitehouse Board of Zoning Appeals (BZA). In his free time, Bob enjoys spending time with his wife, Melissa, and their five children.

India McLane — Member

A lifelong, second-generation resident of Spencer Township, India McLane is proud to serve on the Joint Economic Development Zone (JEDZ) Board. She brings a strong commitment to community service, thoughtful decision-making, and supporting opportunities that encourage responsible growth, business development, and reinvestment within Spencer Township.
India also serves on the Spencer Township Board of Zoning Appeals (BZA), where she has developed valuable insight into land use, zoning, and community planning. In her free time, she enjoys spending time with family, writing, and staying active in the community she calls home.

James Morgan — Member

James is a military retiree and has been preparing taxes and small business accounting for over 30 years. He graduated from the University of Toledo with an Associate Degree in Business Management Technology in 1986. James is a lifelong resident of Spencer Township and served on the committee that started the Joint Economic Development Zone (JEDZ) in 2013. James resides at 621 N. Eber Road with his wife Veronica of over forty years.

Carrie Tuohy— Member

My husband Tim and I are empty nesters with three grown children. I am serving on the Village of Whitehouse Council, sworn into office of January this year. Tim and I are members of Community of Christ Lutheran Church and I currently sit on the church council. I am currently an active member of the Pythian Sisters 312. I am an active sponsor of The Cherry Street Mission and along with my family, I fundraise and donate to Leading Families Home. My husband and I enjoy kayaking, golfing, and spending time with our family and friends. I am currently the Controller of Waterville Sheet Metal Co., Inc. and previously I spent 26 years as the Treasurer/Controller for Duffey Concrete Cutting Inc. Joseph J. Urenovitch — Member

Joseph J. Urenovitch is a 29-plus year resident of Whitehouse where he owns and operates a law practice. In combination with his private practice Joe works for the Toledo Legal Aid Society and serves as counsel for the indigent. Joe is on the Northwest Ohio Bar Grievance board of the Toledo Law Library in Toledo, OH.
Joe is a husband to Kristine Urenovitch of 34 years and a father of four Anthony Wayne graduates: Joseph, Grant, Grace and Jackson. In his spare time Joe enjoys spending time with family, riding his Harley Davidson and visiting the Adams Conservation Club in Holland.
